The publication of this Guide aims to present to professionals responsible for the oversight of public works, as well as to interested researchers, a step-by-step methodology for applying Benford’s Law to efficiently select audit samples in public-works budgets, in a practical and didactic manner.

In addition to detailing the Benford’s Law tests and the algorithm, this material also provides basic notions of statistics and the formulas used in Excel, requiring only a basic knowledge of the software. Finally, an example of the application of this methodology to the construction of the Arena da Amazônia is presented.
